  17. <p>     Ten years ago, as Ronald Reagan recovered from near fatal
  18. gunshot wounds, he declared that he still opposed gun control.
  19. Last week the former President announced that he had changed
  20. his mind. In a speech at George Washington University, where he
  21. was treated after being shot by John W. Hinckley, Reagan called
  22. on Congress to enact a law requiring a seven-day waiting period
  23. for the purchase of handguns.
  24. </p>
  25. <p>     The measure has been dubbed the Brady bill after one of
  26. its strongest proponents: Reagan's press secretary, James
  27. Brady, who was shot in Hinckley's attack and left paralyzed by
  28. his wounds. It is designed to give police enough time to
  29. determine if gun buyers have a criminal record. Advocates say
  30. Reagan's conversion ensures that the bill will be enacted this
  31. year, despite stiff opposition from the powerful pro-gun lobby.
  32. President Bush quickly indicated that he might sign the bill if
  33. Congress is willing to accept his revisions to the criminal
  34. code.
